ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as Senior Law Enforcement Advisor. This position is a key contractor position supporting the U.S. Department of Justice (DOJ), International Criminal Investigative Training Assistance Program’s (ICITAP’s) training assistance projects and initiatives. This position will advance ICITAP’s strategies for global, regional and country specific programs, projects, and initiatives through coordination with prospective U.S. interagency partners, professional associations, academic institutions, and subject matter experts (SMEs) as needed. The Senior LE Advisor will apply their extensive law enforcement background and international network throughout criminal justice professional domains to identify and collaborate with interagency partners, professional associations, academic institutions, and SMEs to advance U.S.-based training assistance activities.

This position will be directly subordinate to the Assistant Directors (ADs) and Deputy Assistant Directors (DADs) at ICITAP headquarters, and coordinate and support ICITAP Attachés and Program Managers worldwide. The position is broad in scope and duties will include, but are not limited to, assisting in pre-project assessments, participating in the design of new projects, assisting in the coordination between headquarters and field elements, inter-governmental communications, participation in and timely delivery of development of scopes of work, and other tasks that may be assigned.


JOB DUTIES AND RESPONSIBILITIES:

The Senior LE Advisor:

  • Assists ICITAP ADs and DADs to achieve effective application of ICITAP operations around the globe
  • Supports ICITAP Program Analysts (PA), and field personnel in the design, development, and implementation of complex civilian police training and organizational development assistance projects overseas
  • Is a major contributor in establishing and maintaining effective working relationships with host country law enforcement and government officials, as well as the international criminal justice sector assistance community, working with these representatives to foster the goals and objectives of ICITAP programs
  • Assists with coordination with U.S. State Department, as well as with senior foreign officials and organizations and U. S. government officials, when designing, preparing program proposals and recommendations concerning goals and objectives of the law enforcement assistance program
  • Assists in the identification of program or country-specific needs, development/writing proposals, assessments, program implementation plans, budgets, and the development of appropriate training and mentorship
  • Participates as a member of pre-program assessment teams.
  • Contributes to the development, coordination, and execution of U.S. based study tours for visiting foreign law enforcement executives
  • Assists host country governments in the development of technical assistance programs to enhance their democratic policing reform efforts.
  • Develops and maintains relationships with local, state, and federal law enforcement agencies
  • Other tasks that may be assigned


REQUIRED SKILLS AND QUALIFICATIONS:

To effectively perform the Senior LE Advisor duties and responsibilities, assigned personnel are to have the following verifiable experience, qualifications, and abilities. The Senior LE Advisor must have:

  • Broad understanding and experience with foreign police development issues and the implementation of police development programs
  • Comprehensive knowledge of the complex relationships between the inter-agencies within U.S. Embassies
  • Fully acquainted with law enforcement techniques and practices
  • Experience with the design and delivery of law enforcement capacity building activities
  • Have experience in designing, developing, implementing, or evaluating law enforcement training and organizational restructuring programs.
  • Experience in the development, analyzation, and management of ICITAP budgets associated with ICITAP police assistance programs
  • Excellent cross-cultural communications skills
  • Incumbent must have strong written and verbal communication skills.
  • Experience working with local, state, and federal governmental organizations
  • Be able to organize, prioritize, and manage several complex, dynamic projects.
  • Be exceptionally proficient in using computer applications to include, but not limited to, Microsoft Word, Excel, Outlook, and PowerPoint.
  • Be able to travel throughout the U.S. and internationally, with limited work in austere conditions and variable climates.
  • Must be able to legally work in the United States without sponsorship.
  • Possession of a valid U.S. Passport.
  • Successfully complete medical fit for duty.
  • Security requirement: Must be able to obtain and maintain a Public Trust Waiver (PTW). Note: US citizenship is required to obtain a PTW.
