Summary of Position

Banner Quality Management Inc. (BQMI) is seeking an Intermediate-Level Technical Writer to support the Security Division at NSWC Crane. The primary focus of this role is to document, standardize, and maintain Security Standard Operating Procedures (SOPs), as well as update local policies, instructions, and governance documents. This position requires strong technical writing skills, familiarity with security program documentation, and the ability to collaborate with government personnel and subject-matter experts.

Providing essential documentation, program analysis, and data management support required for consistent and compliant execution of security programs across NSWC Crane.

Key Responsibilities

Security Documentation & Technical Writing

  • Develop, write, andmaintainSecurity SOPs, local instructions, and policy updates.
  • Standardize documentation across the Security Division to ensure clarity, consistency, and compliance.
  • Producehigh-level governancedocumentsdefining organizational security standards, roles, and responsibilities.
  • Createstep-by-step operating procedures, work instructions, and detailed task-level guidance tailored to specific security programs.
  • Draft and maintainsecurity plans, including physical security plans and emergency response plans.
  • Preparerisk assessment documentation, including threats, vulnerabilities, mitigation strategies, and residual risk.
  • Developcompliance documentation, including evidence packages and narratives aligned to regulatory or framework requirements.
  • Createtraining and awareness materials, such as guides, playbooks, and reference materials supporting operational readiness.

Reporting, Data Management & Administrative Support

  • Develop, prepare, andmaintainprogram/project execution reports, including Microsoft Project plans and Excel-based reporting tools.
  • Prepare presentations and briefing materials for reviews and stakeholder updates.
  • Providedatabase supportandassistwith data management for specified systems.
  • Support administrative and managerial tasks related to technical manuals, drawings, and other technical data.
  • Maintain records, prepare reports, and provide comments asrequired, subject to Government approval.
  • Assistinestablishingand maintainingtechnical data tracking systems/tools, andsupport the control and dissemination of materials.

Required Qualifications

  • Active Secret clearance (or ability to obtain/maintain).
  • Experience writing technical documentation, preferably in security, defense, or government environments.
  • Ability to translate complex security processes into clear, actionable documentation.
  • Strong understanding of security program elements such as physical security, emergency response, risk assessments, and compliance frameworks.
  • Proficiencywith Microsoft Office, SharePoint, and project management tools (e.g., Microsoft Project).
  • Strong organizational skills, attention to detail, and ability to manage multiple tasks.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with SMEs, government personnel, and project managers.

Preferred Qualifications

  • Experience supporting DoD or Navy programs.
  • Familiarity with NSWC Crane processes, documentation standards, and security requirements.
  • Experience with data management systems and technical data tracking tools.
  • Background in security operations, risk management, or compliance documentation.

  • The contractor must implement appropriate administrative, technical, and physical safeguards to protect Government systems and data. This includes ensuring confidentiality, integrity, availability, authentication, and nonrepudiation of all Government information. Minimum safeguards include personnel security, electronic security, and physical security measures in accordance with applicable regulations.
