Barbaricum is seeking a highly motivated and experienced Operations Manager to support the successful execution of the NSWC Crane JXW follow-on contract. The position is based in Bedford, IN on a Hybrid basis. The selected candidate will serve as the principal deputy to the Program Manager and will be responsible for day-to-day task oversight, financial management, subcontractor coordination, risk management, reporting, and execution of deliverables across functional areas. This role requires strong experience in DoD program management, especially within the NAVSEA or NSWC environments, and familiarity with federal contracting requirements and performance-based service delivery.
Responsibilities:
- Serve as the lead for all operations under the JXW contract supporting NSWC Crane.
- Support task planning, execution, and monitoring to ensure performance within scope, schedule, and budget.
- Conduct program-level financial analysis, tracking burn rates, forecasts, and budget vs. actuals to support accurate reporting to internal and external stakeholders.
- Lead the preparation and submission of contract deliverables and CDRLs (e.g., Monthly Status Reports, Financial Reports, Risk Registers, etc.).
- Interface directly with Government customers, subcontractors, and corporate leadership to communicate program status and coordinate deliverables.
- Monitor and support compliance with DoD/FAR/DFARS regulations, internal policies, and contractual obligations.
- Assist with resource planning, including labor assignments, recruitment coordination, and subcontractor utilization.
- Identify and mitigate program risks and issues, escalating to the Program Manager and Government POCs as needed.
- Serve as acting Program Manager during absences, maintaining full operational and reporting continuity.
- Lead the procurement process for material purchases including customer approvals, scheduling, ROMs, competitive pricing, etc.
- Manage and track all travel requirements, including customer approvals, scheduling, ROMs, etc.
- Assist with data calls, audits, internal reviews, and other program support activities as required.
- Maintain internal documentation and version control of all project-related artifacts.
- Ensure Quality Assurance in task execution and documentation consistent with ISO/CMMI standards where applicable.
Basic Qualifications:
- Bachelor’s degree in Business, Engineering, Program Management, or related field (Master’s preferred).
- 5–8 years of experience in DoD federal contracting, with at least 2 years in a program or deputy program management capacity.
- Prior experience with NAVSEA/NSWC Crane or similar DoD customer highly desirable.
- Strong understanding of FAR, DFARS, and DoD acquisition and contract execution processes.
- Proficient in MS Project, Excel, PowerPoint, and financial reporting systems (e.g., Unanet, Deltek, or similar).
- Exceptional organizational and communication skills, both written and verbal.
- Ability to manage multiple priorities in a fast-paced, mission-critical environment.
- Active Secret Clearance.
Preferred Qualifications:
- PMP certification or DAWIA Program Management Level II/III.
