The Opportunity:

CACI has established upcoming positions throughout the European theater supporting multiple customers for the Department of Defense. We are looking for experienced, innovative and motivated IT Specialists to support enablement of USAREUR-AF and their Mission Partners mission objectives.

CACI has an excellent opportunity for an experienced, self-directed, Mission Modernization & Innovation Team Lead, SME. This position is in support of the EMITS 2 Task Order Business Office (TBO), located in Wiesbaden, Germany. This position is located OCONUS.

Responsibilities:

  • Single point of contact for modernization, innovation, and continuous improvement; responsible and accountable for contractual and technical performance

  • Provides management, direction, administration, quality assurance, and leadership of multiple, simultaneous projects assigned to the Mission Modernization and Innovation Team (M2IT), ensuring projects are delivered within contractual budgets, schedule, and technical performance, including support for transition-in

  • Provides overall leadership and guidance for all contractor personnel, including subcontractors, assigned to M2IT projects, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall performance of M2IT activities

  • Leads complex engineering modernization and technology insertion efforts for IT and communications systems that employ advanced technology (e.g., cloud, Artificial Intelligence/Machine Learning (AI/ML), data analytics) across multiple environments (e.g., NIPR, SIPR, MPE) and at various locations within the AOR

  • Leads development and promulgation of standardized processes, procedures, and tools across the EMITS 2 contractor efforts, collaborating with Mission Partner Leads (MPLs) to tailor standardized processes to meet specific Mission Partner (MP) needs

  • Collaborates with the Mission Continuity Office (MCO) to define training and certification required for contractor personnel, including subcontractors, to serve in assigned positions and supports development of upskilling plans for contractor personnel

  • Collaborates with Government leads and the Mission Partner Operations Lead to identify trained and qualified personnel to support M2IT projects

  • Monitors process performance across the EMITS 2 contract to ensure efficiency and effectiveness and supports corrective action activities for processes that are not meeting performance standards

  • Provides advice regarding emerging IT and communication policies, technologies, practices, regulations, and procedures to policymaking officials on IT and communication system designs and developing long-range forecasts that support the USAREUR-AF G6 IT roadmap and lines of effort

  • Leads IT investment management support across all tasks and projects to ensure appropriate investments are made and that efficiencies are achieved across MPs

  • Coordinates with Government leads to understand the theater-wide IT portfolio, supports management of costs, provides information on IT validation processes and procedures, develops required IT investment decision artifacts, and assists with quality assurance reviews of the IT acquisition strategy process

Qualifications:

Required:

  • Currently hold an adjudicated Top Secret Clearance and be able to obtain an SCI

  • BA/BS +13 years recent experience

  • Provided management, direction, administration, quality assurance, and leadership for multiple, simultaneous, and complex modernization and innovation efforts for DoD programs and projects.

  • Experience with DoD IT, including 5+ years of experience with DoD IT requirement analysis processes and 11+ years of experience leading complex enterprise IT projects.

  • Experience serving as single point of contact for modernization, innovation, and continuous improvement, including as a Requirements Manages.

  • Manages new capability requests and refinement, introducing processes and process improvements and coordinating and aligning resources across the directorate.

  • Manages and leads new capability request and refinement in support of Government customer servicing 4,000 personnel

  • Leads and manages multiple complex modernization and innovation efforts, including hardware refreshes.

  • Demonstrates mastery of IT project management, knowledge management, SharePoint, and website management within complex government or military environments, with specific expertise in operations.

  • Ability to manage multi-function project teams consisting of 5 to 15 personnel.

  • TESA eligible

  • Experience with DoD IT security requirements

The proposed salary range for this position is:

$94,500 - 208,000 USD
