The Opportunity:
Overview:
CACI is seeking an experienced Cost Analyst to join the APMO (Advanced Program Management Office) team supporting our large-scale NASA enterprise IT services contract. This IDIQ contract is focused on delivering a centralized and standardized IT environment for NASA, including maintaining over 1000 applications, managing ITSM business processes, and driving efficiency across NASA centers.
In this role, you will play a critical part in financial planning and analysis, supporting operational excellence through budget monitoring, actuals tracking, cost variance analysis, and invoice management within the Procure-to-Pay (P2P) process. The successful candidate will bring a deep understanding of financial processes in a program management environment, with the ability to navigate complex issues and propose effective solutions.
Responsibilities:
- Provide price analysis for proposal evaluations
- Conduct cost estimates using a variety of methodologies
- Generate funding request documents
- Coordinate with multiple teams (Business Management Office, and stakeholders on funding actions, contract actions, acquisition requirement packages, and overall acquisition plans)
- Provide status reporting to program leadership and higher levels
- Coordinate activities with geographically dispersed stakeholders
- Strong verbal and written communication skills
- Ability to work as a strong, cooperative team member
- Proficient with Microsoft Word, Excel, PowerPoint and Project
- Analyze financial data and variances to ensure alignment with program goals and contractual obligations.
- Track, validate, and process vendor and subcontractor invoices through the P2P process.
- Develop, maintain, and present financial reports to internal stakeholders and program leadership.
- Assist in the development of financial plans and projections across multiple departments within the contract.
- Recommend and implement process improvements to optimize financial performance and reporting accuracy.
- Provide input to risk assessments from a cost perspective, including impacts of service dis-incentives.
- Support financial compliance and audit readiness activities.

- Contributes to department planning including budgeting and forecasting efforts.
- Supports large-scale projects and process improvements beyond immediate job scope with limited oversight.

- Works on complex and undefined financial issues requiring in-depth analysis and problem-solving.
- Coordinates with multiple departments to resolve cross-functional financial challenges.

- Communicates financial insights and recommendations across various internal and external stakeholders.

Leadership & Talent Management:
- May lead financial workstreams or complex analysis projects within the program.
Qualifications:
Required:
- Four (4) years of experience as a cost/price analyst.
- A BA/BS degree in a related field is required.
- A master’s degree or higher may be substituted for 3 years of experience as long as the degree is in a related field.
- Experience with invoice and P2P processes in large federal contracts.
- Excellent communication, analytical, and problem-solving skills.
- Knowledge of DoD acquisition and financial statutory, regulatory and policy requirements
- Experience with the budget processes (e.g. budget cycles, terminology, fiscal law)
- Strong technical, analytical, and problem-solving skills.
- Strong time management and organizational skills to manage multiple projects simultaneously
- Strong verbal and written communication skills
- Ability to work as a strong, cooperative team member
- Proficient with Microsoft Word, Excel, PowerPoint and Project
Desired:
- Experience supporting large federal IT contracts (NASA or other agencies preferred).
- Familiarity with IDIQ contract structures and service level agreements (SLAs).
