Job Description
Kratos SRE is seeking a Contracts & Agreements Manager to lead contractual strategy, negotiation, and compliance for the AN/SPY-1 Organic Sustainment and Modernization Program, a high-visibility effort focused on restoring long-term readiness for one of the Navy’s most critical radar systems. This individual will serve as the primary interface with government contracting officers, OTA consortia, and industry partners on all matters related to agreements, subcontracts, terms & conditions, and compliance.
The ideal candidate brings deep expertise in DoD contracting, including Other Transaction Agreements (OTA), and has demonstrated experience leading complex acquisition strategies involving multiple subcontractors, teaming arrangements, and government-furnished property.

This individual will serve as the primary interface with government contracting officers, OTA consortia, and industry partners on all matters related to agreements, subcontracts, terms & conditions, and compliance.
The ideal candidate brings deep expertise in DoD contracting, including Other Transaction Agreements (OTA), and has demonstrated experience leading complex acquisition strategies involving multiple subcontractors, teaming arrangements, and government-furnished property.
Key Responsibilities:
- Serve as the contractual authority for the AN/SPY-1 program, overseeing all aspects of contract negotiation, execution, and administration.
- Lead the development of strategies for non-traditional contracting mechanisms, including OTAs, CRADAs, and cooperative agreements.
- Negotiate and manage subcontracts, NDAs, and teaming agreements in support of a multi-phase, multi-partner radar sustainment and prototyping program.
- Ensure contractual compliance with FAR/DFARS, OTA terms, and program-specific requirements, including cost, schedule, and technical performance obligations.
- Support business development efforts with pricing strategy, contract language, and risk analysis for future SPY-1 related tasking.
- Advise executive leadership on contract risk, flow-downs, and obligations to ensure timely and effective program execution.
- Coordinate closely with Program Management, Engineering, Finance, and Legal teams to ensure alignment and compliance.
- Represent Kratos during negotiations and meetings with the government, OTA consortium managers, and prime/subcontractors.
Qualifications:
- Bachelor’s degree in Business Administration, Contracts Management, Law, or a related field.
- Minimum of 10 years of relevant experience in U.S. Government contracting, including direct experience with OTAs and subcontract management.
- Strong understanding of FAR/DFARS, DoD acquisition strategy, and contracting compliance practices.
- Demonstrated experience supporting large-scale, high-dollar defense programs with multiple teaming partners.
- Proven ability to develop, negotiate, and manage complex agreements in a fast-paced, evolving environment.
- Excellent communication, negotiation, and leadership skills.
- Active Secret clearance or the ability to obtain one.
- Experience supporting Navy programs or radar/electronic warfare systems particularly large Radar OEMs.
- Familiarity with the S2MARTS OTA ecosystem and NSWC Crane contracting environment
