Leidos Government Health & Safety Solution Group in Windsor Mill, MD supports the End User Centric IT Support (ECIS 2.0) Contract for Centers for Medicare and Medicaid Services (CMS). Our program delivers user-centric IT technology solutions to CMS, aiming to provide innovative and seamless experiences with CMS systems, applications, and solutions. We focus on secure development of IT integrations, concepts, and designs across the CMS enterprise, integrating end-user devices, infrastructure, and applications into a cohesive experience for CMS users.
We are seeking a highly experienced M365 Solutions Architect with expertise across the M365 stack (such as Exchange Online, M365 Copilot, SharePoint Online, Teams, OneDrive, Microsoft Entra ID, and Conditional Access Policies). The successful candidate will work within an Agile ITIL environment to leverage these tools effectively.
The candidate will join the ECIS M365 Engineering Team, providing subject matter expertise for the CMS M365 tenant space, including M365 Copilot. The ideal candidate will lead the design, development, implementation, and integration of M365 solutions. This role requires a strong combination of technical skills, effective communication abilities, and a focus on customer success.
Primary Responsibilities
Under the direction of the Development and Engineering Lead, Product Manager, Program Manager and Deputy Program Manager, your responsibilities are, to include, but not limited to:
- Design, implement, and maintain Microsoft 365 solutions, ensuring security, scalability, and compliance.
- Manage and assist with architecting Active Directory (AD) and Azure Active Directory (AAD), including identity and access management, directory synchronization, and authentication methods (SSO, MFA, Conditional Access).
- Integrate M365 with existing systems and applications, ensuring seamless operation across the CMS IT infrastructure.
- Implement security measures and best practices to protect data and ensure compliance with industry standards and regulations.
- Ensure that M365 solutions adhere to organizational policies, legal requirements, and governance frameworks.
- Oversee and manage migration projects to M365, ensuring minimal disruption to business operations and data integrity.
- Facilitate collaboration and communication across the organization by leveraging M365 tools such as Teams, SharePoint, and OneDrive.
- Continuously monitor and optimize Microsoft 365 performance, security, and automation.
- Diagnoses and resolve complex Microsoft 365 and Active Directory issues, collaborating with Microsoft support and internal teams as needed.
- Focus on integrating M365 Copilot into business processes and apps.
- Build custom plugins, connectors, and automation flows.
- Work with AI models, Graph API, and Power Platform to extend M365 Copilot’s capabilities.
- Collaborates with data scientists and app developers to ensure M365 Copilot delivers contextual, secure, and scalable assistance.
- Design enterprise-wide M365 Copilot strategies and governance frameworks.
- Ensure that the use of M365 Copilot adheres to compliance standards, licensing requirements, and role-based access models.
- Ensure AI outputs are auditable, secure, and aligned with business goals.
- Develop strategic roadmaps that encompass retention policies, classification frameworks, labelling strategies and end-to-end content governance.
- Continually optimize M365 configurations and workflows to enhance user experience and operational efficiency.
- Stay updated with the latest M365 features and updates and proactively suggest improvements to enhance system performance and user experience.
- Establish governance, security, and compliance frameworks for Power Platform usage.
- Support the development, deployment and execution of M365 Power Platform services and develop roadmaps and service strategies.
- Champion a collaborative culture, sharing knowledge and fostering innovation.
- Assist in the development of concise and accurate engineering documentation on current and proposed cloud environments including Visio Diagrams, As-Built documents, recommendations for solutions, run books, knowledge guides, and other operations guides.
- Work with little or no supervision, provide guidance to the team when necessary, and be able to adapt to changing requirements.
- Participate as required with Agile Scrum sprints and other Agile Ceremonies.
- Stay abreast of current and emerging technologies, regularly analyzing and evaluating their impact and benefit to the customer by providing recommendations to management.
Basic Qualifications
- MINIMUM requirements to be considered for the position is a BS degree and 12 – 15 years of prior relevant experience or a master’s degree with less than 10 - 13 years of prior relevant experience. Additional years of experience may be substituted in lieu of degree.
- Must be able to obtain and maintain a Public Trust or higher security Clearance.
- Experience with Microsoft 365 administration and architecture.
- Expertise in M365 services and products, including Exchange Online, SharePoint Online, Teams, OneDrive, and Power Platform.
- Strong understanding of networking, security, and identity management in the context of M365.
- Proficiency in scripting and automation using PowerShell, Microsoft Graph, and other relevant tools for automating tasks and managing the Microsoft 365 environment.
- Proven track record of designing and deploying M365 solutions in large, complex environments.
- Experience with hybrid cloud environments and integration with on-premises systems.
- Strong knowledge of Azure AD, identity management, and security tools (Defender, Intune).
- Knowledge of modern authentication protocols.
- Experience with Microsoft licensing models and optimization strategies.
- Proficiency in PowerBI, including data modeling, DAX, Power Query, and report/dashboard creation.
- Strong understanding of Dataverse, relational database design, and data governance in compliance with DoD guidelines.
- Experience with AI Builder, Power BI integration, and RPA with Power Automate Desktop.
- Knowledge of environment strategy, DLP policies, and governance best practices.
- Strong understanding of user experience (UX) principles in chatbot design.
- Hands-on experience in building workflows, custom connectors, and API integrations.
- Experience with design, planning and implementation in environments with 10,000+ users.
Preferred Qualifications
- Excellent verbal and written communication skills to convey complex technical information to both technical and non-technical audiences.
- Ability to lead technical teams and mentor junior staff.
- A good understanding of cloud adoption and change management strategies in Microsoft 365.
- Strong analytical skills to support process improvement and system scalability.
- Experience with change control principals and ticket with Service Now (SNOW).
