Leidos is seeking an IT Project Manager to provide day-to-day leadership and accountability for assigned projects under the SEC Infrastructure Support Services (ISS) contract. This role defines project scope, objectives, and execution strategies to deliver reliable IT infrastructure and operations outcomes, including service delivery and solution development. The position manages planning, scheduling, risk, resources, and stakeholder communication aligned to SEC oversight expectations. The IT Project Manager ensures milestones, deliverables, and performance reporting are delivered on schedule and supports continuous service improvement through structured tracking and analysis.

PRIMARY RESPONSIBILITIES

Project Leadership and Execution

- Lead day-to-day management and accountability for assigned IT infrastructure and operations projects.

- Define project scope, objectives, outcomes, and implementation approach in coordination with SEC stakeholders.

- Supervise all phases of project development and implementation to ensure quality and delivery alignment.

- Apply Agile project management practices to drive iterative execution, transparency, and continuous improvement.

- Ensure project milestones and deliverables are met in accordance with contract timelines and performance expectations.

Planning, Scheduling, and Resource Management

- Develop detailed work plans, integrated schedules, project estimates, and resource plans for assigned efforts.

- Maintain forward-looking project and upgrade schedules, including milestone dependencies and prerequisites.

- Align staffing and skill mix to project priorities, operational demands, and schedule commitments.

- Track and manage scope, schedule, and resource impacts of project changes and emerging requirements.

- Identify and mitigate schedule and resource risks to protect delivery performance.

Governance and Stakeholder Coordination

- Conduct project meetings, status reviews, and stakeholder touchpoints across SEC and contractor teams.

- Coordinate cross-functional workstreams to keep technical solutions, timelines, and deliverables aligned.

- Communicate project issues, risks, and performance deficiencies on an agreed governance cadence.

- Ensure proposed process, workflow, or tool changes are documented and routed for Federal review and approval.

- Support contract governance practices that improve visibility, control, and decision-making.

Performance Tracking and Reporting

- Perform ongoing project tracking and analysis for scope, schedule, performance, and risk.

- Produce and maintain status reports, milestone updates, and delivery summaries for leadership review.

- Support SLA/Key Leading Indicator (KLI)-related performance reporting and service improvement actions tied to project outcomes.

- Drive root-cause and lessons-learned activities to improve delivery efficiency and execution quality.

- Maintain accurate project records and artifacts to support contract oversight and audit readiness.

REQUIRED QUALIFICATIONS

Citizenship/Work Authorization: Must meet contract requirements.

Clearance: Ability to obtain and maintain SEC Public Trust (or higher if required).

Education: Bachelor's degree in a relevant field (e.g., Information Technology, Computer Science, Engineering). Additional years of experience may be considered in lieu of degree.

Experience:

- 8 years of IT project management experience, including at least 5 years of related experience leading and managing IT projects specializing in IT infrastructure and operations, to include service delivery, IT infrastructure systems, and solution development.

- Demonstrated experience defining project scope/objectives and developing work plans, schedules, estimates, resource plans, and status reports.

- Experience supervising project implementation and ensuring milestone/deliverable performance through disciplined tracking and analysis.

Technical Skills:

- IT project lifecycle management (scope, schedule, risk, resource, and issue management)

- Development and maintenance of work plans, schedules, project estimates, resource plans, and status reports

- IT service delivery and IT infrastructure systems coordination

- Solution development planning and execution support

- Milestone, dependency, and deliverable tracking

- Project tracking, analysis, and status reporting for governance and decision support

- SLA/KLI monitoring and governance reporting support

PREFERRED QUALIFICATIONS

- Project Management Professional (PMP) certification.

- ITIL 4 Foundation certification.

- Experience managing projects on federal civilian IT service contracts.

- Experience leading infrastructure modernization initiatives across on-prem and cloud environments.

- Experience supporting FISMA-aligned risk, compliance, and audit remediation activities.

WORK ENVIRONMENT / OTHER

- Operational Support: May require participation in on-call or surge support activities depending on operational needs.

- Location: Telework

- Travel: As required per contract direction.

Pay Range:

Pay Range $73,450.00 - $132,775.00
