Leidos is seeking an experienced Senior Systems Engineer / ERP Architectural Specialist to support HHS ASPR's Strategic National Stockpile (SNS).
Contingent upon contract award
Candidate MUST: Be a US Citizen or Green Card holder with the ability to obtain a Public Trust Clearance. Role is remote but MUST be located in the UNITED STATES preference for candidates who are local to the Atlanta, GA area
The successful candidate will provide senior systems engineering, infrastructure management, and technical coordination across the SNS IT environment, supporting reliable operations, modernization, integration, and evolution of the SRP/SAMS ecosystem. The role coordinates infrastructure, application, database, integration, cybersecurity, data, and operations teams to manage technical dependencies, priorities, issues, risks, and changes across the environment. The position requires strong systems thinking, technical organization, infrastructure management, cross-team coordination, and problem-solving skills. Strong Oracle EBS/ERP and OCI experience is preferred; candidates with broader enterprise systems and infrastructure leadership experience will also be considered, supported by specialized Oracle expertise across the technical team. The SNS mission depends on 24x7 availability of systems that support the nation’s emergency medical supply readiness and public health response. This position will participate in on-call services and must be able to acknowledge critical incidents within 15 minutes.
Primary Responsibilities
Provide senior systems engineering and technical coordination across SRP, SAMS, OCI, infrastructure, Oracle applications, databases, integrations, 3PL interfaces, and supporting services. Coordinate infrastructure operations, maintenance, availability, capacity, monitoring, patching, backup/recovery, and lifecycle activities. Coordinate technical priorities and work across cloud, systems administration, database, network, cybersecurity, application, and vendor teams. Maintain an integrated view of system architecture, infrastructure dependencies, technical issues, priorities, risks, and planned changes. Monitor operational readiness and drive technical issues, dependencies, actions, and escalations to resolution. Support architecture and engineering decisions involving infrastructure, integration, data flows, availability, performance, security, resilience, and operational readiness. Coordinate planned maintenance, upgrades, releases, infrastructure changes, and other activities affecting production services. Support root-cause analysis and corrective actions for complex cross-system and infrastructure issues. Review proposed enhancements and changes for architecture, infrastructure, dependencies, technical feasibility, and operational risk. Support data-quality, integration, and synchronization architecture across SAMS and external systems. Translate mission and operational needs into system-level requirements and technical approaches. Facilitate technical planning and working sessions across engineering disciplines and stakeholders. Coordinate with Oracle SMEs, Cloud Infrastructure Engineers, DBAs, developers, integration engineers, cybersecurity staff, vendors, and Government stakeholders. Maintain architecture diagrams, infrastructure documentation, technical baselines, engineering artifacts, operational procedures, and technical roadmaps. Support modernization and continuous improvement as mission requirements, cloud capabilities, Oracle technologies, and infrastructure evolve.
Basic Qualifications Bachelor's degree and 8+ years of relevant experience, or Master's degree and 6+ years of relevant experience. Significant experience in systems engineering, infrastructure operations/management, enterprise systems, technical architecture, systems integration, or comparable complex IT environments. Demonstrated experience coordinating infrastructure operations and technical activities across multidisciplinary engineering teams. Experience managing technical dependencies, operational priorities, maintenance activities, incidents, risks, and changes across complex IT environments. Working knowledge of enterprise infrastructure, including servers, virtualization/cloud, storage, networking, monitoring, backup/recovery, security, and configuration management. Experience analyzing complex systems, interfaces, dependencies, technical risks, and operational issues. Experience translating business and operational requirements into system-level technical requirements and solutions. Demonstrated ability to organize technical teams and drive issues, dependencies, actions, and decisions through closure. Strong written and verbal communication, organizational, facilitation, and problem-solving skills. Ability to obtain and maintain the required Tier 2 background investigation/suitability determination and HHS PIV access. Ability to meet SNS 24x7 on-call and 15-minute response requirements.
Preferred Qualifications Oracle EBS/ERP experience. Oracle Cloud Infrastructure (OCI) experience. Experience supporting ERP or other large enterprise business systems. Experience leading or coordinating infrastructure operations for mission-critical enterprise systems. Experience with cloud infrastructure, virtualization, Linux, networking, storage, monitoring, backup/recovery, and disaster recovery. Experience supporting supply-chain, inventory, warehouse, logistics, or asset-management systems. Experience with data integration, APIs, EDI, ETL, system interfaces, or synchronization architecture. Experience supporting cloud modernization, migrations, upgrades, and technology refreshes. Experience with Agile/SAFe and DevSecOps environments. Experience supporting federal, HHS, public-health, emergency-preparedness, or other mission-critical systems.
