Full job description
MANTECH seeks a motivated, career and customer orientated Site Security Officer to join our team. This position will work from a government facility in Manila Philippines.
Role Summary: Serves as the primary authority for the facility's security posture, managing the roadmap toward full TS/SCI accreditation and ICD 705 certification.
Responsibilities include but are not limited to:
Develops and enforces the Construction Security Plan (CSP) to protect the integrity of the 2-story site during the entire lifecycle of the build.
Oversees the deployment of the ACMS, IDS, and VMS systems to ensure they meet the specific monitoring requirements for a TS/SCI facility.
Acts as the final reviewer for all TEMPEST mitigation strategies, including RF shielding and power line filtering.
Minimum Qualifications:
5+ years of relevant experience or a similar role in commercial or government construction.
Proven, hands-on experience managing and successfully completing projects for cleared government or defense facilities.
Demonstrable experience in SCIF construction and renovation, with a deep understanding of security accreditation processes.
Experience with the installation and oversight of network technology and telecommunications infrastructure in a new construction environment.
Willingness and ability to travel internationally and manage projects in diverse global locations.
Dual-Jurisdiction Building Code Mastery: Expert knowledge of the International Building Code (IBC) and major US state/federal regulations, combined with expert knowledge of the National Building Code of the Philippines (PD 1096).
Exceptional leadership, communication, and problem-solving skills.
Ability to read, interpret, and work from blueprints, schematics, and technical specifications, including those related to secure facility design and network layouts.
Proficiency in construction management software and tools.
Bachelor’s Degree in Construction Management, Engineering, or a related field. Certified Construction Manager (CRM) or a relevant professional certification may be substituted for a degree.
Clearance Requirements:
Must have a current/active TS/SCI
Physical Requirements:
Ability to maintain construction security oversight in outdoor environment; walk (with personal protective equipment) to inspect and document delivery of components and assembly/construction of structure.
