MANTECH seeks a motivated, career and customer-oriented International Program Management Office Lead to join our team with frequent travel to Herndon, VA. The International Business Lead will serve as the co-leader of the newly established International Program Management Office (iPMO), working in tandem with the Executive Director of HR Operational Excellence. This role is responsible for the overall leadership, international governance, and cross-functional coordination required to execute ManTech’s 2027 Strategic Plan and supporting the business in expanding internationally.

The International Business Lead will oversee the "Standing Member Organization" of the iPMO, driving agile, compliant, and technology-driven execution of global operations. This leader will bridge the gap between business capture and operational deployment, managing the lifecycle of international contracts from the "Design" phase through "Build" and "Operate".

The ideal candidate possesses deep expertise in international labor and compliance laws, corporate governance, and management with proven experience in managing an Employer of Record (EOR), and a strong foundation in all facets of business operations, systems, and process optimization.

Responsibilities include but are not limited to:

International Compliance & EOR Management:

  • Serve as the subject matter expert on international labor laws, statutory requirements, and evolving global compliance standards to ensure all iPMO projects and operations meet legal obligations.
  • Support the review of new business requirements ranging from employing an Employer of Record (EOR) and Professional Employer Organization (PEO) to establishing a foreign legal entity and partnerships for supporting global expansion initiatives, ensuring efficient and compliant management.
  • Oversee development of international standard operating procedures, compliance frameworks, and policies for establishing and managing an international workforce.

HR Project Management & Operations:

  • Manage end-to-end projects and tasks of the international Program Management Office (iPMO), including but not limited to, and process establishment and engineering through a formalized project management process. Drive operational excellence by engaging with key stakeholders and business leaders on process improvements, compliance gaps, and opportunities.
  • Oversee the implementation, integration, and optimization of enterprise business systems and technology to enhance efficiency, data integrity, functional support, and the employee experience.

Business Partnership & Expansion Support:

  • Act as the primary point of contact to the business operations, growth, Human Capital, Finance, Security, and other Enterprise teams, providing strategic input and contributions for new contract bids, proposals, and international market entry targets as well as existing alignments. Conduct due diligence and feasibility assessments for new international locations, identifying potential risks, costs, and compliance requirements.
  • Develop standardized processes and procedures to facilitate rapid, compliant, and scalable workforce deployment for new awards or on contract growth.

Minimum Qualifications:

  • Bachelor's degree in Business Administration, Management, International Relations, or a related field.
  • Minimum of 5 years of progressive experience in international business management, with at least 3 years focused on international HR and project management.
  • Expert knowledge of international labor laws and regulations, and compliance requirements in major global regions.
  • Demonstrated, hands-on experience managing and leveraging global service providers such EORs, PEOs, and global mobility and consulting firms.
  • Proven experience with enterprise business systems and technology such as Workday, Costpoint, ServiceNow, ADP, or other similar global platforms).
  • Exceptional project management, organizational, and time-management skills. Excellent written and verbal communication skills, with the ability to clearly articulate complex legal and operational concepts to diverse audiences.
  • Ability to partner effectively with both internal stakeholders and global service provider partners on high-stakes, time-sensitive contract awards and expansion efforts.

Physical Requirements:

  • Must be able to remain in a stationary position 50%.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, and other equipment.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
  • Must be able to exchange accurate information in these situations.

The projected compensation range for this position is $99,200.00-$164,900.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
