NSTXL supports technology delivery to the Department of Defense by serving as a one-stop shop to match government requirements with innovative private-sector and academic solutions.

NSTXL is creating an ecosystem of innovators to collaborate and bring next-generation technologies to the end-user. Our OTAs have over 900 members from corporate, non-profit, educational, and financial institutions. For these members, NSTXL offers opportunities to bid on government contracts, education and training, and live/virtual forums on various topics.

Job Description:

The Talent Acquisition Manager is responsible for owning and executing the full-cycle recruiting function across Innovas. This role leads all aspects of talent acquisition, including pipeline development, sourcing strategy, hiring manager partnership, and recruiting operations. This position operates with a high degree of autonomy and accountability. The Talent Acquisition Manager will build and maintain candidate pipelines, drive sourcing efforts for critical roles, and establish consistent, structured hiring practices across the organization. This role is also responsible for delivering visibility into recruiting performance through clear and actionable reporting, ensuring leadership has an accurate view of hiring progress, pipeline health, and areas of risk. This role reports to the VP of People Operations and serves as the primary owner of recruiting strategy and execution.

Essential Duties and Responsibilities

Recruitment Strategy and Execution

  • Develop and implement talent acquisition strategies to meet hiring needs and support company growth objectives.
  • Manage the end-to-end recruitment process for a variety of roles, including job posting, sourcing, screening, interviewing, and offer negotiation.
  • Partner with hiring managers to understand role requirements, create job descriptions, and establish selection criteria.
  • Ensure compliance with all relevant employment laws and regulations throughout the hiring process.

Candidate Experience and Engagement

  • Deliver a positive and professional candidate experience by maintaining consistent communication and feedback throughout the process.
  • Build and maintain strong relationships with candidates, including talent pipelines for critical and hard-to-fill positions.
  • Develop and implement proactive candidate engagement and talent pool management strategies.

Employer Branding and Outreach

  • Enhance the company’s employer brand by promoting its culture, values, and career opportunities through various channels.
  • Represent the company at industry events, career fairs, and networking functions to build brand awareness and attract talent.

Partnership and Support

  • Work closely with HR and business leaders to align recruitment strategies with organizational goals and workforce planning.
  • Provide hiring managers with guidance and support on interviewing, selection, and hiring best practices.
  • Collaborate with internal teams to ensure a consistent and efficient recruitment process.

Metrics and Continuous Improvement

  • Track and analyze recruitment metrics, such as time-to-fill, cost-per-hire, and candidate quality.
  • Prepare and present regular reports on recruitment activities, outcomes, and trends to senior management.
  • Continuously assess and improve recruitment processes to enhance efficiency, effectiveness, and candidate experience.
  • Stay informed on industry trends and best practices to maintain competitiveness in attracting talent.

Qualifications Expected for Positions

Education

Bachelor’s Degree in marketing, communications, business, or related field.

Required Experience

  • 7–10 years of experience in recruiting or talent acquisition
  • Demonstrated experience operating as a primary or sole recruiter with ownership of recruiting outcomes
  • Proven ability to build and execute sourcing strategies and develop high-quality candidate pipelines
  • Strong proficiency sourcing candidates using LinkedIn and other platforms, including engaging passive candidates
  • Experience managing full-cycle recruiting processes across multiple roles and functions
  • Experience influencing hiring managers and guiding hiring decisions
  • Experience delivering interviewer training or implementing structured interview practices
  • Experience building recruiting dashboards or reporting frameworks
  • Demonstrated ability to improve recruiting processes and drive consistency across hiring practices
  • Familiarity with applicant tracking systems and maintaining accurate recruiting data
  • Strong ability to operate independently, manage competing priorities, and deliver results
  • Excellent communication skills, both written and verbal

Preferred Skills/Experience

  • Experience supporting technical, government contracting, or defense-related hiring
  • Experience standing up or scaling recruiting processes in a growing organization
  • Experience using Rippling for recruiting or HR workflows
  • Experience building out and implementing Greenhouse or similar applicant tracking systems
  • Experience supporting workforce planning or forecasting discussion

Location:

We take a geo-neutral approach to compensation within the US, meaning that we pay based on job function and level, not location. We are currently only open to remote employees residing in the following states: AL, FL, IN, MO, NM, NC, OH, OR, PA, SC, TN, TX, VA, WY.

Travel:

  • Travel for this position is estimated up to 10%

Salary Range:

$100,000 - $120,000, plus participation in an incentive program.
