SAIC is seeking a Program Analyst – System Development Support to provide critical administrative, logistical, and analytical support to a multidisciplinary team developing advanced receiver (Rx) and transmitter (Tx) systems for aerospace and sea-based applications. This role ensures the smooth execution of project activities by managing program schedules, budgets, procurement efforts, shipping/transportation logistics, and the development of internal procedures.

The selected candidate will play a key role in managing the program's budget and scheduling requirements, streamlining procurement tasks, and coordinating transportation logistics to support the timely delivery and deployment of RF systems. Additionally, they will assist with procedure writing and contribute to configuration management efforts, ensuring compliance with program objectives and evolving requirements.

This position is ideal for candidates who thrive in a fast-paced environment and wish to contribute significantly to the success of a project critical to national defense applications. The role supports onsite or collaborative work at Naval Surface Warfare Center, Crane Division.

JOB RESPONSIBILITIES:

Program Scheduling and Budget Support:

  • Develop, maintain, and track detailed project schedules to ensure milestones and deadlines are met.
  • Monitor and report on project budgets, providing accurate financial forecasts and identifying cost-saving opportunities.
  • Support the preparation of budgetary and financial summaries for leadership and stakeholders.

Procurement and Vendor Coordination:

  • Assist in procurement activities, including sourcing materials, preparing purchase requests, and coordinating with vendors.
  • Monitor procurement timelines to ensure materials and resources are available to meet development and deployment needs.
  • Maintain communication with suppliers and vendors to address delivery schedules, changes, or discrepancies.

Transportation and Shipping Logistics:

  • Coordinate shipping and transportation logistics to ensure RF systems, components, and materials are delivered safely and on time.
  • Develop and maintain shipping documentation and records to ensure compliance with program and regulatory requirements.
  • Liaise with vendors and transportation providers to troubleshoot any logistic challenges or delays.

Procedure Writing and Documentation Support:

  • Assist in developing and maintaining internal procedures, policies, and process documentation for program operations.
  • Work with other team members to draft, review, and update documents related to program activities and requirements.
  • Support configuration management efforts to track program deliverables, changes, and version control.

General Program Support:

  • Maintain and update program records, files, and documentation to ensure accuracy and accountability.
  • Collaborate with project managers, engineers, and other stakeholders to provide cross-disciplinary support for program execution.
  • Identify and recommend process improvements to streamline program operations and resource usage.

Qualifications

Required Education and Experience:

  • Bachelor’s degree in Business Administration, Program Management, Logistics, or a related field plus three (3) or more years of experience in program support, scheduling, budgeting, procurement, or logistics. Additional years of experience accepted in leiu of degree.
  • Interim secret clearance required to start with the ability to obtain a Secret Clearance. SAIC will sponsor the clearance process if necessary.
  • Candidate must be a US Citizen
  • Proficiency in project management tools (e.g., Microsoft Project) and Microsoft Office applications (Excel, Word, PowerPoint).
  • Strong organizational and analytical skills, with attention to detail in managing multiple program activities.
  • Excellent written and verbal communication skills, with experience drafting documentation or procedures.
  • Ability to work effectively with multidisciplinary teams and manage priorities in a dynamic environment.

Preferred Experience:

  • Familiarity with defense projects and workflows, including procurement and transportation of sensitive or mission-critical equipment.
  • Experience supporting aerospace or maritime system development programs.
  • Working knowledge of configuration management practices and tools.
  • Knowledge of MIL-STD or other regulatory compliance practices relevant to program operations.
