SAIC is seeking a Explosive Safety Siting Approval (ESSA) Specialist to support the US Navy in Crane, IN.

JOB RESPONSIBILITES:

  • Develop enclosures for infrastructure project explosive safety site approval requests. This process shall include completing a project description filled out in Government’s Web-enabled Site Approval Request system (WebSAR).
  • Provide facilities sitting rationale with enclosures stating project need, applicable risk acceptance letters, Potential Explosive Site (PES)-Explosive Site (ES) sheets, and a list of enclosures. Required enclosures may vary per project, but a full listing of anticipated enclosure types for this task are outlaid below:
    • Siting Justification and Rationale Statement
    • Paired PES-ES Relationship Forms
    • Explosive Safety Quantity Distance (ESQD) Drawings/PES-ES drawings
    • Location Map
    • Site Map
    • Pertinent Previous Site Approvals (PPSA’s)
    • Hazard Analysis
    • Risk Acceptance Letters
    • Protective construction validation with NAVFAC Expeditionary Warfare Center (EXWC)
    • Window Analysis –as applicable
    • Lightning Protection System (LPS) design and/or coordination of design
  • Prepare responses to Requests For Information (RFI’s) submitted by Naval Ordnance Safety and Security Activity (NOSSA)/Department of Defense Explosive Safety Board (DDESB), interact with the Installation Site Approval Request Team (ISART), serve as the point of contact for explosives safety project requirements and help guide requirements during development and review of design documents.
  • Provide ESSA support to the Government facilities team in the form of design reviews, site visits, and coordination and progress meetings as needed.

Qualifications

REQUIRED EDUCATION AND CLEARANCE:

  • Bachelor’s degree in any discipline and 6 or more years of professional experience in engineering.
  • Candidate must be a US Citizen.
  • Interim secret clearance required to start with the ability to obtain a secret clearance. SAIC will sponsor the clearance process.
  • Knowledge of NAVSEA OP-5 Vol 1or NOSSAINST 8020.22 instructions

PREFERRED EXPERIENCE:

  • Knowledge of OPNAVINST 11010.20J, UFC 2-000-05N, DESR 6055.09 Edition 1, NAVFACINST 11010.45A, and CNICINST 11010.3 instructions.
