JOB DESCRIPTION: SAIC’s Business Management represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development). We are the full acquisition organization that supports our external and internal customer mission.
SAIC’s Business Management organization is seeking a Subcontracts Analyst to administer subcontracts and solicitations with various Department of Defense Agencies. This individual must be able to work in a high-paced, team environment and must be organized and detail-oriented. Individual must also be able to work independently in addition to working in a team environment.
The Subcontracts Analyst supports the full subcontract lifecycle, from solicitation through closeout, consistent with SAIC policies, FAR/DFARS requirements, and internal best practices. Analysts collaborate with program teams, suppliers, contracts, finance, and legal to manage compliant, timely, and cost‑effective subcontract actions. This role requires attention to detail, strong communication, and the ability to balance business needs, regulatory requirements, and supplier performance risks.
Typical Responsibilities Include:
- Subcontract Formation & Administration
- Develop, issue, and manage RFPs, competitive and non‑competitive solicitations, and pricing instructions.
- Conduct proposal evaluations, cost/price analysis, and negotiation of terms, conditions, and pricing.
- Draft, issue, modify, and track subcontracts, POs, and subcontract modifications in accordance with internal procurement policies.
- Negotiate terms and conditions
Compliance & Risk Management
- Ensure subcontract files meet audit standards, including documentation of competition, negotiation memos, flowdowns, SOW alignment, and supplier responsibility.
- Evaluate supplier financial risk, performance concerns, and recommend mitigation strategies.
Cross‑Functional Collaboration
- Partner with Program Management, Contracts, Finance, and Legal to support acquisition planning, negotiation strategies, and subcontract execution.
- Supplier Engagement
- Serve as primary interface with suppliers for clarifications, negotiation, compliance expectations, and delivery performance.
- Communicate funding schedules, subcontract requirements, and responses to supplier questions.
- Track subcontract actions, milestones, deliverables, funding, and closeout steps
Required Qualifications
- Bachelor’s degree in business, supply chain, finance, or related field; equivalent experience considered.
- Familiarity with FAR/DFARS and government procurement environments.
- Strong written and verbal communication skills, including ability to draft professional correspondence for suppliers and internal stakeholders
- Proficiency with Microsoft Office, procurement systems, and document management tools.
Preferred Qualifications
- Prior experience supporting Department of Defense or other government contracting programs.
- Experience with price analysis, negotiations, and subcontract drafting.
- CFCM, CPCM, or supply chain certification.
- U.S. citizenship

Qualifications
EDUCATION AND EXPERIENCE: Bachelors and three (3) years or more of related experience; Masters and one year of related experience
Target salary range: $40,001 - $80,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
