Description
SAIC is seeking a Senior Program Analyst Team Lead to support NSWC Crane Hypersonic programs. This position plays a critical leadership role in supporting the planning, execution, and oversight of hypersonic programs and projects in alignment with Department of War (DoW) and Navy priorities. The selected candidate must bring a strong foundation in organizational leadership, strategic workforce planning, personnel management, and data-driven decision making developed progressive roles at NSWC Crane and within the broader defense enterprise.
Responsibilities:
Team Leadership & Personnel Management
- Serve as team lead for for various projects, providing day-to-day guidance, mentorship, and direction
- Conduct performance evaluations, set individual goals, and support professional development plans for team members
- Foster a collaborative, high-performing team culture aligned with SAIC and NSWC Crane's mission and values
Strategic Planning & Workforce Development
- Assist senior leadership with the development and execution of strategic plans for the Hypersonic Portfolio, including long-range planning efforts and capability roadmaps
- Support workforce development initiatives by identifying skill gaps, recommending training opportunities, and contributing to hiring and onboarding strategies
- Participate in strategic reviews, portfolio assessments, and planning sessions to align resources with mission priorities
Task Oversight & Requirements Resourcing
- Oversee the assignment, tracking, and completion of tasks across the portfolio, ensuring timely and quality deliverables
- Lead efforts to identify, scope, and resource new program requirements, coordinating with technical leads, contracting personnel, and stakeholders
- Develop and maintain program planning artifacts and integrated schedules
- Generate cost estimates and support the development of budget submissions, spend plans, and funding documentation
Financial Management & Execution Monitoring
- Generate cost estimates and support the development of budget submissions, spend plans, and funding documentation
- Monitor financial execution across the portfolio, tracking obligations, expenditures, and variances against planned targets
Technical Execution Monitoring
- Track and assess technical progress across hypersonic programs, identifying risks, issues, and opportunities for improvement
- Support the development and review of program plans, statements of work, and performance work statements
- Coordinate with engineers, scientists, and technical subject matter experts to ensure alignment between technical execution and program objectives
- Assist in the preparation and facilitation of program reviews, milestone briefings, and technical interchange meetings
Qualifications
Required Education and Experience:
- Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more experience
- Deep familiarity with NSWC Crane's organizational structure, culture, mission, and strategic priorities
- Established relationships with NSWC Crane leadership and cross-functional stakeholders
- Must have an interim clearance with the ability to obtain a Secret clearance
Desired Experience:
- 9+ years of progressive experience at NSWC Crane and within the defense enterprise, spanning program analysis, logistics, human resources, and organizational leadership
- DoD acquisition processes and program management frameworks (DoDI 5000 series)
- Hypersonic and advanced weapons systems program familiarity
- DoD financial management systems and cost estimating
