Description

SAIC is seeking an experienced Program Manager to lead delivery of an upcoming Health program centered around IT Supply Chain. This is a high-visibility, enterprise-scale program supporting the IT arm of a large Health agency. You will be leading the charge to modernize IT supply chain solutions across the agency.

The PM will serve as the primary point of accountability for all contractor performance, serving as the single face to the Government and ensuring delivery of full Software Development Life Cycle (SDLC) services, Operations & Maintenance (O&M), cybersecurity compliance, enterprise deployment, cloud migration, and Agile product management.

Key Responsibilities

  • Serve as the primary contractor interface to leadership (CO, COR/ACOR, Government PM), managing all contract deliverables, reporting, governance reviews, and stakeholder communications across the group.
  • Lead program planning, execution, and performance management — including the Contractor Project Management Plan (CPMP), Monthly Progress Reports, risk/issue tracking, and PI Planning — using VA-approved toolsets (Jira, GitHub, SharePoint, ServiceNow)
  • Oversee a geographically distributed, cross-functional team of SMEs spanning DevSecOps, Agile delivery, cloud migration, cybersecurity/ATO compliance, and supply chain engineering
  • Manage all personnel onboarding/offboarding, security clearance activities, and mandatory government training compliance to ensure continuous, uninterrupted program staffing

Qualifications

Required:

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field and 17 years of experience or Masters and 15 years of experience. May accept additional years of experience in lieu of a degree.
  • Managed portfolio of over $50 million per year
  • Managed over 100 FTEs
  • Supply Chain Modernization experience
  • Must have at least 10 years of progressive program/project management experience, with at least 5 years managing large-scale Federal IT contracts
  • Demonstrated experience managing hybrid contracts with multiple optional tasks and complex deliverable structures
  • Proven experience supporting DoD or Federal Health IT programs
  • Strong knowledge of Agile/SAFe delivery frameworks, including PI Planning, sprint execution, backlog management, and product line governance
  • Experience with DevSecOps practices, CI/CD pipelines, and secure software development in a Federal environment
  • Experience managing cloud migration programs to FedRAMP-authorized environments (AWS, Azure, VA Enterprise Cloud)
  • Demonstrated ability to manage large, geographically distributed, cross-functional teams of SMEs
  • Strong written and verbal communication skills; ability to produce executive-level briefings and reports

Preferred:

  • PMP (Project Management Professional) certification — strongly preferred
  • SAFe Program Consultant (SPC) or SAFe Agilist (SA) certification
  • Experience with supply chain, logistics, or healthcare IT systems
  • Familiarity with FHIR-based integrations, ESB/EAI frameworks, and enterprise interoperability standards
  • Experience with AI/ML analytics and emerging technology adoption in a Federal supply chain context
  • Prior experience as a Key Personnel lead on a Federal Health IT contract

Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
