POSITION: Pathway Home Program Manager

Job Description:
The Pathway Home Program Manager is responsible for delivering reentry and workforce development services to incarcerated individuals returning to the following counties: Brown, Daviess, Greene, Lawrence, Martin, Monroe, Owen and Orange. Their primary goal is to help job seekers develop and follow Individualized Development Plans (IDPs), overcome reentry barriers, gain employment, and reduce recidivism through consistent, trauma-informed, and strengths-based support.
This is a full-time, grant-funded position supported through a competitive grant. Employment is contingent upon continued grant funding and is expected to run from August 1, 2025 – December 31, 2028. Continued employment beyond this period is dependent on renewal or availability of additional funding.
Duties include, but are not limited to, the following:
- Oversee the day-to-day implementation of the Pathway Home 6 grant, ensuring alignment with the grant requirements and the established program design.
- Execute the core program model as outlined, while leading efforts to refine operations and drive continuous improvement throughout the program lifespan.
- Ensure compliance with all Pathway Home 6 grant terms, including participant eligibility, service delivery, performance benchmarks, and documentation standards.
- Represent Region 8 in grant-related meetings, site visits, and audits, and foster strong communication among all stakeholders.
- Manage participant documentation, enrollment files, and intake logistics.
- Provide one-on-one case management to incarcerated and recently released job seekers.
- Facilitate program intake, risk and needs assessments, and career evaluations.
- Collaborate with jail staff to conduct in-jail visits on a regular basis as permitted and agreed upon by the facility.
- Develop and maintain Individualized Development Plans (IDPs) linked to training, employment, and support services.
- Provide job readiness training (resume building, interview skills, digital literacy, etc.).
- Guide job seekers through job placement and post-release occupational training pathways.
- Follow up with job seekers for at least 12 months post-release to support stability and job retention.
- Connect job seekers with supportive services (housing, legal aid, mental health, substance abuse treatment, etc.).
- Coordinate and train other identified career advisors to ensure effective recruitment, enrollment, and case management of participants pre- and post-release.
- Track and report on performance indicators, including employment rates, earnings, credential attainment, and recidivism reduction, using data to inform program enhancements.
- Prepare and submit timely reports to internal leadership, grantor(s), and external stakeholders, ensuring data accuracy and transparency.
- Collaborate with the Executive Director of Workforce Development Services and fiscal leadership to support accurate financial tracking, reporting, and compliance.
RESPONSIBLITIES OF JOB:
The Pathway Home Program Manager reports directly to the Executive Director of WorkOne Development Services and receives general supervision and guidance as required. Administrative responsibilities are to be performed within the general policies of Vincennes University and the legislative requirements for grant programs and funding sources. The individual exercises daily, independent non-routine decision making which demands initiative, excellent management skills, sound judgment, and positive communication skills.
Qualifications:
- Bachelor’s Degree in Management, Social Science, Business Administration, Public Administration OR a minimum of five (5) years of directly related experience in the employment and training field; case management background experience preferred.
- The individual must demonstrate a knowledge and support of the University and Statewide Services mission and philosophy.
- The individual must possess the ability to work cooperatively with a diverse population (university administration, faculty, staff, grant clientele and community partners).
- Excellent communication skills (written and oral) required.
- Must possess outstanding planning, prioritization and problem-solving skills.
- Position also requires a valid driver’s license and the ability to travel by both public transportation as well as private transportation including self-transportation.
